These rod holders worked very well on my fishing boat. I installed two of them straight on the deck with no mess or fuss.

They have strong plastic retainers, and the cord is made of solid rubber. This solid rubber cord will help keep mold from developing on the cord like what happens with bungee cords since those are made of fabric and strands.
